Replacing the file share - what do you advise?

There is a Company with its "IT goodness" - AD/Exchange/RDS/FS/SQL
Many users have to share files with the "outside world". Previously it was through mail, now through cloud services (google/dropbox). They are all good except for the fact that there is no control ...
And I want to have my own "cloud" in which you can fumble for information in the outside world.
I still don’t remember anything but own / next cloud ...
Maybe there are any alternatives (onpremises) or cloud services that make it possible to centrally manage accounts?
The transition to the cloud (O365) is not considered. have "one's own"

the same Dropbox has business accounts, there is management and everything else ..
Well, or raise ownCloud somewhere in an external cloud, remove the server, turn around, and cut accounts for employees ..

Buy:
- a shelf with a calculation according to needs (or put xpenology)
- a certificate if you plan to distribute it to the outside world and stupid users (if users can be instructed to put their own certificate - not necessary)
Install in Synology DS Cloud. Distribute links :) If users can be instructed - generate your certificate and distribute, if ordinary stupid - buy.
