I am in city K, city O left my Windows 7 Home Premium PC, yesterday my mother, with the help of my instructions, assembled this computer (it was disassembled) and installed Team Viewer there (+1 for a cool mom), as a result of which I now have remote access to it, admin account. But here's the problem: I would like to be able to remotely turn it on so that it does not rattle for days. Prompt, please, the most optimum ways of the decision.

About 15 years ago, in a remote village, there was a kind of automated node that was controlled by a computer with a modem connected to a telephone line. The node was in a locked room where the locals were not allowed due to illiteracy. But there was a problem: sometimes the computer would freeze and the administrator had to go to the village to restart it. And then the admin found a "solution for remote reboot." He just called the power plant and they cut off the light in the whole village. :)

The correct way is to connect the computer through a router that can WoL. And wake up the computer when necessary.
Some BIOSes are able to wake up the computer by a timer, check it out.
Not the easiest, but the cheapest way: Buy a mobile phone for 300 rubles at a kiosk. Connect the wires from the vibra or speaker through the resistor to the power button. SMS will be included.

It was rightly noticed about WOL . This is what is called the correct option. But it will take some preparation.
First you need to enable it in the bios, or make sure it is enabled. How correctly modern motherboards and network cards support WOL. So don't doubt that you have it.
Secondly, you need to learn how to manage the router via the Internet. If you have a static IP address, then everything is easier. Everything here depends on the router mainly and the management of its security policies, port forwarding, etc.
Thirdly, you need to teach the router to raise the computer on demand. There are three ways: use the standard capabilities of the router firmware, find the firmware that supports the mechanism, add the necessary script to the router yourself and run it in any way.
There may be ambushes.
In general, WOL is just a signal composed in a certain way using the MAC address of the target computer, sent to the network (home network in this case).
I am not a network specialist, I can’t say for sure whether point three can be somehow avoided. It seems to be possible.

About routers options are good. WoL is supported by almost all modern network cards. The only problem is that in order for it to work, you need to have a white address (at least even a dynamic one, you can cheat with DynDNS).
And now I strongly doubt that in the city of O, customers receive a direct address.
So it really remains a reasonable option to connect contacts from the vibration motor of a penny mobile phone / pager / etc. to the poweron terminals. Or get something like that .

Another option - if mom is not afraid of carrying heavy loads - then controlled by UPS, on the router, forward the port to it and turn on the power, set the BIOS to turn on automatically when voltage appears. As an alternative, you can buy / assemble a remotely controlled socket, for example on arduino .
