Registry Edit Kiosk User(Windows)?

There is a tablet on windows 10, a user kiosk is opened on it with an open Edge, a page with a lot of information is opened there, the tablet will hang on the wall for general use, the user will approach the tablet and search for the article he needs by searching on the page. The problem is that the virtual keyboard is not shown on the tablet when you are not in tablet mode, you can’t just turn it on on the user’s kiosk, I tried to do it through the registry, but when I run the registry on behalf of the user’s kiosk, the error “The operation was canceled due to restrictions in force on this computer. Contact your system administrator" option with a physical keyboard is not an option.
