Recording / processing video in Android. What tools to choose?

Hello. There is a task: to write an application for recording / processing video.
1) The application should record video cyclically (buffer size is 500mb, when full - clear the buffer and overwrite)
2) When you click on the button, save a video fragment (30 seconds before and 30 seconds after clicking) - that is, two videos, and merge them into one .
Is there someone who worked with video in android? Can you advise what tools are best to use in this situation? Maybe someone has examples of similar tasks?
I would be very grateful for any advice.
