Recording pictures in xls file cell without libraries?

Generate a trade offer from html to xls file.
There were no problems with the text, everything is well written, taken from here .
But the pictures are written simply on top of the cells. It is possible to correct them by layout, make the width and height as a cell, but this is not the best solution.
Is it possible to write an image inside a cell?
I do not want to connect the library, because it eats memory.
