It is best to automatically pull the current content of the link, but you can manually copy-paste.

I would also like to add a page to such a directory through an addon to Chrome or a bookmarklet (clicked, registered tags and that's it).

Can you recommend any CMS engine for this case? Perhaps Drupal or Wordpress has such addons?

For Drupal, there is a module that takes field values ​​from url. So you can make a bookmarklet. With categorization, everything is OK, that is, only the current content is fenced, which can be implemented with a small hook on saving the material and parsing.
