I need a solution for transferring small files on a local network between devices that are often turned off.
That is, device 1 (D1) with a USB interface must transfer the file to device 2 (D2), which has only a LAN.
At the same time, U1 has no internal memory, and U2 is turned off.
It is necessary that U1 spit out the file in the NAS and that it lies there until U2 turns on and picks it up there.

Connect a Yandex disk (or equivalent) via WebDAV and send everything to it.
On the second PC, just download everything from the servers when you need it. And no unnecessary NAS.
I can advise you to make your own cloud from btsync.
You will need to install clients on the entire device + make one device always available (just that NAS). It can be on any device you want. You can, for example, take RPI to install linux + btsync.
PS From myself I will say that btsync is a weak device if you have frequent data exchange.
