And how do users deposit money into the balance? How do you accumulate them on webmoney if users pay in different ways?
I use ishopnew.qiwi.ru/ and www.rbkmoney.ru/business for such projects. I have never had any problems depositing or withdrawing money. Everywhere you can work without a legal entity.
Maybe I misunderstood something in your question.
