How to create a sandbox account with paypal?

Hello, I faced the difficulty of creating a test business account in paypal.
When creating an account, it is created, then its status changes to processing, and then the status changes to error.
I called paypal technical support, the operator could not say anything intelligible, at first he referred that these were accounts for developers and that I didn’t need them, then he insisted that they couldn’t be created, and then he simply said that they were not available for Russia.
Does anyone know if this is really true?

Yes, for Russia BUSINESS sandbox account is not available. Put USA

On this issue, you need to contact PayPal MTS https://www.paypal-techsupport.com/ , I had the same problem. It seems to be related to a system glitch.
