Samsung Galaxy S - works great - based on my experience.
Price category $ 100-150 on ebay
You can safely unlock it, even if you buy it with a link to a SIM card.

It worked for me even on the old Android 2.1 So, I think it will work on any modern (albeit cheap) phone.

Well, what do you mean by the word normal and what to use as? server or client?
In any case, 64-bit ARM will do best with streaming video if you don't work with different detectors.
