Recently FullScreen video slows down in Google Chrome. Is it like that for everyone?

Just the other day, video (YouTube, VKontakte) in FullScreen mode started to slow down terribly when viewed through Chrome, while the processor is loaded at 100%. Changing the quality does not change anything (at least 240, at least 1080p). Channel 30 megabits. In other browsers everything is fine, nothing slows down. What's the matter, flash or chrome? And how to deal with it?

I don’t know if this is related to the SUBJECT problem, my video driver generally falls from full screen mode to YouTube (GTX260).
