If you want to receive SMS, the options are usually the following:
1) Insert a physical SIM into the modem, the modem into the server and configure the processing of SMS by AT commands there.
2) Order a sim hosting, in fact the same physical sim in the modem, only the “hoster” has a modem, and you communicate with it

4) Short number with prefix.
In all cases, it is almost certain that you will not be able to receive SMS to an already existing VoIP number, since most VoIP providers only provide voice numbers without SMS support.

But in practice, I don't think it's realistic.
