Really the Windows are not able to forward ports between interfaces?

Good day, dear experts. My task, it would seem, is simple: when traffic arrives on port 8080 of network interface No. 1, redirect it to the IP address of the device connected to network interface No. 2.
The solution supposedly lies on the surface - netsh portproxy. But it stupidly does not work. More precisely, I can redirect traffic from network interface #1 to any address and port that I want, but not to interface #2.
To be honest, it doesn’t fit in my head why this doesn’t work and why there aren’t any simple utilities for this task. On the Internet they write that this requires a server Windows, but this is such a solution, it's like shooting sparrows from a cannon.
In general, please tell me, am I a fool, or ...?

And why is it for home Windows? If it is intended as a client device?
For server that is clear.
Especially for such things, the usual gateway on Linux is used

There is a server and a regular Windows, a server one can do everything, in the usual possibility they are cut down, since according to the small software, an ordinary user does not need this functionality, and those who need it - let them pay money for the server.
