Raw site now, or ready, but later?

Which approach is better:
- lay out (introduce the search engine to the site) a raw site, but now (and gradually refine it)
or
- in a few months, but already with SEO optimization?
In the long term (and medium term) - how will it be better?

Better raw, but now.
Content matters most to search engines. And the fact that it is changing (for the better), does not plagiarize anyone, etc. is a plus for the site, because the site is considered alive. So if there is good content - lay it out, even stupidly with text without pictures. And if it's a "under development" stub, then don't.

Finish the normal exterior (albeit with zero functionality) and content, and you can upload it.
Before, it's not worth it.
