RAW image how to open?

I asked the hoster for a vps backup and he threw off the archive, there is one .raw file inside. After unpacking from the raw archive, the file weighs 189 GB. "This file is a complete image of the entire VPS with all its settings and configurations." How to open it on a computer with windows 10?

install on a computer with windows wsl2; go to wsl, decide what it is: a disk image or a partition image ( fdisk -l /path/to/filefor help), and mount the file as a loop device ( mount -o loopfor help); copy the necessary files from it to the Windows disk (mc to help).

install qemuKVM, create a virtual machine there, run it and copy the files
or compile the image into the same virtualbox or unpack it using the same KVM
