Rate limit reached?

I deployed the VK script to Heroku, writes rate limit reached, the usage limit has been exceeded, as I understand it from this ip where it was deployed, how to fix it? I don’t quite understand what the problem is, it is accessed every 2 minutes, maybe all users of the free heroku have the same ip? just tried from another vk account, same thing (token script)

Just not 1 at all, but there is a small list. Dedicated addresses are available only in Private Spaces (enterprise tariff).
Use a proxy or buy the same AWS for $1 conditional. There shouldn't be any problems
