Raspberry pi won't boot until you touch GPIO 14 or 15 (UART)?

Raspbery pi 4 does not turn on and does not reboot until you touch GPIO 14 or 15 with your hand - this is actually the question.
When you turn it on or reboot, the red LED is on - and that's it. I just touched the gpio comb with my finger on the side - the green starts to blink and the download starts ... checked for 2 PSUs - the situation is similar.

A simple option - "raspberry" is waiting for some activity to be loaded on the UART.
A difficult option - what is connected to it and how are the connected devices connected to each other? What are the voltages on pins 5V and 3V3 relative to GND and on GND relative to ground (heating pipe) while the red indicator is on? Sockets 220 with grounding or anyhow? Power supply (its cable) with a 2-pin or 3-pin plug?

The problem was in the BP. Charging from OnePlus (with fast charging), although it holds the desired current and voltage, but something is wrong. The issue was resolved by changing to Samsung
