Is it possible to set up Raspberry Pi directly via SSH?

There is no monitor. Is there a distribution kit, or how to change an existing one, so that without connecting to a monitor, you can carry out the first setup, i.e. immediately connect via ssh

Hello.
Install fresh Raspbian on the flash drive from the official website (raspberrypi.org). It's her, for starters.
Yes, you can easily set up without a monitor.
For the first 2 minutes after startup, do not turn off the power, at this time the system is booting up, starting scripts are being processed, including expanding the file system to the entire available memory card size, if you turn off the power at this time, most likely your system will no longer start and will have to be overwritten flash drive.
In recent versions of Raspbian, SSH is disabled by default, to enable it before starting, create an empty file on the memory card in /boot with the name SSH (without extension), the ssh service will be enabled at boot.

Pidora(fedora), armbian(debian), linaro(ubuntu)
You flash the board or flash drive and the port is enabled by default

If my memory serves me, raspbian initially allows you to connect via ssh and install.
