Raspberry Pi 3 or b. y. smart phone + arduino
RPi or b. y. smart phone + arduino I am a beginner programmer. I want to experiment with RPi, but there were doubts whether just a bushy smartphone + arduino would be the best investment.

The best place to start would be esp. essentially the same arduino + wifi + bt + compatibility with arduino.
More stupid than blinking LEDs on a raspberry can only be an investment in bitcoin. You will decide where you want to come in a year.
The experience gained on the arduino will most likely remain a personal experience, no one will pay for it. The experience gained on the raspberry can be very useful in work. If only because there is Linux and it will have to be studied at the level of a novice user at least.
What for a modern Linux programmer, I hope, does not need to be told.
If you just play around (+-smart home) - then arduina, if something more serious in terms of code - raspberry. But in both cases, good knowledge in circuitry is needed (if it’s not ok in this matter, take an arduino, it won’t be so pitiful if you accidentally burn it). In my experience, the Arduino Uno proved to be excellent for experimental crafts on a breadboard.
