Rasberry or mini pc with win system on board?

Good afternoon.
For the project I'm looking for the following device:
- most likely on Android, in order to launch the application and it will "spin" 24/7
- the ability to "hang" various sensors on the device such as motion / light sensors, etc.
- motion capture from the camera (optional)
- voice control by standard commands.
- It will be a plus to work with NFC-devices.
- connection of resistive touch glass and its adjustment. (Like Chinese stray a la "make your monitor touch")
I'm looking at the Rasberry Pi with linux on board + Android.
But maybe there are some mini-PCs with WinCE or WinXP?
It's just that I've never connected discrete sensors to a computer and written any program for them.
I understand that this can be done using RS232/485 + switch + COM input?
In general, the point is to link sensors, access to the Internet for "leakage" and update information.
