Rails gem or bower for assets?

Why can't you just integrate bower gulp. Then we have our own package manager at the front and we do not clog the Gemfile.
Why do we need gems like bootstrap-saas.
Are there any pitfalls?

To reduce project dependencies.
If composer, npm or bundler can do what bower does, and better, then why is bower needed?
