Ragged display of Titillium Web in Chromium-based browsers (Windows) - why?

In Chromium-based browsers, the Titillium Web font (and other fonts ) render sloppily.

search about google fonts on the toaster, there were a lot of questions. If it doesn't help, change the font. This happens with fonts, the network is littered with similar questions specifically with regards to chrome.
