RADIUS proxy for TACACS?

Good day!
I ran into a problem with setting up a RADIUS server as a proxy for a TACACS server.
The scheme is as follows, the equipment is configured for authentication through a RADIUS server, which should proxy requests to the TACACS server. The protocols are different and I still can’t figure out how to set up the broadcast. Software for RADIUS should be free, TACACS is already in the system.
Perhaps someone has already encountered this issue and can tell?
