There is a radiation source, the range is either IR or UV (unknown). How to determine the wavelength and, optionally, the radiation power and investigate its amplitude-time parameters? Interested in the lowest cost solution. Thanks in advance.
PS If the above tasks are intractable, another question is how, again, is the cheapest way to get the opportunity to reproduce this signal?

A direct road to any place with a photometric sphere: a laboratory, a department of lighting engineering at a university, a factory for the production of illuminators. For mere pennies, they will give the spectrometric characteristics of the radiation.
