Quiet ringing in the PSU when accessing the hard drive - what do you say?

MSI Grenade motherboard (one of the cheapest with USB3 on the face). Processor AMD A10 Godavari.
When accessing the hard drive in the PSU, there is a quiet ringing, vaguely reminiscent of sparking and echoing the noise of the propeller. A cheap power supply holds, an expensive one goes into standby after a while. There is interference on one of the monitors, the other does not want to exactly synchronize with the VGA signal.
Google gives a similar problem, and all PSUs are to blame. I don’t have it - thank God, there is a dump of old computers at work, and by connecting different hardware, I managed to discard the PSU, memory and hard drive. I tried two screws and three power supplies. Rearranged the screw on other computer. I rearranged the memory sticks - thank God, there are two of them, and it is unlikely that there will be a problem in both at the same time.
It turns out that the motherboard gives impulse noise to the power supply? Capacitors missing? Delivered, but one turned out to be defective? Who faced this?
PS. I changed the motherboard, it really is!

The repairman never showed up, but I changed the motherboard and it was she who was to blame. I don't want to mark myself...

Maybe just some kind of garbage got into the USB.
