Questions about VPN in VPS - can it be used by several users, and is torrent supported?

Here I have a subscription to Github, for which they give a free DigitalOcean for 50 bucks. Here I am setting up a typical VPN on a purchased VPS somewhere in the States with a typical configuration: Ubuntu 14.04, 1GB RAM, that's it.
Two questions immediately arise:
1. Can multiple users use VPN at the same time? In fact, there will be two users, from different countries (not the USA).
2. Will Bittorrent run it? Or does VPN only work over HTTP (no)?

VPN is an encrypted connection. So?). I don't care how many vpn. I don't care what protocols. Torrents are a lot of connections.
