There is a need to deploy a CDN to return statics. The CDN has never been deployed before, so any practical advice or links to relevant literature are welcome.

Who is your audience? Where are your users located? Geographically and networked?
Are you sure that they are experiencing big problems with the speed of access to your site?
Or is the problem something else?
What kind of traffic (in Gb / s) are you going to distribute? How big are the files?
Traffic through a CDN will cost you ~8 times as much, and you really have no control over how well it loads.
You need to carefully analyze the task, sometimes it's better to put a server with a good provider with normal connectivity, make a direct connection with the local IX than bother with a CDN.
Well, there is no particular choice for the CIS, ngenix + even smaller companies like cdnvideo.
To deploy your own CDN, you need nginx + caching (or keep all the statics there) + your own geoDNS or BGP with the announcement of one address from different DCs.
