Question on the Tor chain. Why doesn't the first ip change?

This is a Guard Node, they change relatively slowly.

This is "your" node. It will most likely change over time. Something like the chosen path for now, until circumstances change. You can forbid TOR to use Germany and it will change. Then you can return it again.
How does it affect? Well, how-how ... It has a bad effect. This node is likely owned by someone curious. But most people living in Russia would rather have their traffic watched by a curious person from Germany than a curious person from Russia/FSB/GRU/KGB/office center admin/etc.
