Question about Marketplace?

I decided to take a closer look at it, and the following questions arose:
— The Ukrainian marketplace was opened relatively recently, but what about Ukrainian developers? Is registration open for them, is it free to receive money?
Is the marketplace for phones and the future Windows 8 the same thing? Those. Will I only need one registration to share apps for both mobile and desktop platforms?
- How do they pay? To a bank account, by check, and what about taxes?

You fill out the W8BEN form and it pays you money. Money is transferred to the bank account that you specify. According to the w8ben form, you pay taxes in states like ... I don’t know about taxes in Ukraine.
Probably no one knows about the win8 and wp8 store yet ...
