It is not clear why such wisdom is here, you can connect Arduino to Android using bluetooth, the modules are cheap and there are a lot of examples. Bluetooth speeds are enough for the eyes for a "smart outlet"

You listed 3 completely different development environments in your question, start with a simple one, as you were suggested above, connect the Arduino via bluetooth to Android, figure it out, see how it all works, or you can immediately deal with the WiFi + Android module.
