Question about call forwarding SIP Beeline

There is a task - to get a direct Moscow number (with the code 499 or 495) without a subscription fee, paying only for calls.
So far I have found only SIP Beeline with a number in the code 499. Is it possible to somehow forward all calls to this number to my mobile number? I don't see it in the list of services. Apparently, it is necessary to do something programmatically. There is no always-on computer, but there is an Asus RT-N16 router and Synology NAS that work constantly.

If you install firmware from enthusiasts on Asus RT-N16, then you can build Asterisk and get a number on it!

It's probably better to even raise Asterisk on Synology, they even made a separate package via the web. Or as a package through the console. And further there already to do redirection.

My friend, why such a perversion?
Why don't you buy an ordinary SIM card, once, for 2000 rubles, you get a phone number in 2 codes (7499 and 7926) and for incoming calls in Moscow (this has long been a leading offer. The subscription fee is 0 rubles)?
