Question about building a desktop PC?

I decided to build myself a budget stationary PC.
The main goal is to work with 2D graphics. (photoshop, illustrator, corel).

On the current laptop, 8 GB of RAM is not enough. Photoshop is stupid. I don’t understand at all, now one chrome is open and 90% of 8 GB of RAM is occupied by all sorts of system processes. This is some nonsense.

I decided to take a hospital, because, all other things being equal, it will always be cheaper than a laptop or monoblock (am I right?).
From experience, it seems to me that the main thing in hardware is RAM. Tk even my dead AMD is never loaded more than 50-60%, and the RAM is always under 100%.
I decided to assemble a system unit myself from components (maybe they say it's always more profitable). This is true? Rate it.
1) Tk RAM- the most important thing in speed - then we choose AMD Radeon R9 Gamer Series 16 GB - price 5,999 rubles . exactly 1 die (2 dies of 8GB, for example, is always worse) - am I right?

2) Processor. The processor needs to be fast enough, but not gaming. I don't play games at all. It is also important that there is a built-in graphics core. so it will work faster. Yes, and vidyuha need no higher than average.

or Intel Core i5-9400 OEM -price 15 999 rub . a little expensive.
Question: will the Intel processor work correctly in conjunction with the AMD RAM from the link above?

3) SSD It is important to choose an SSD and not an HDD, as this will significantly speed up performance.

There is no difference in brands here. 240 GB is enough for the eyes. The rest I will store on an external HDD. Do you agree?

4) Mat. Pay. - I don't really understand what a chipset and form factor is ( I hope you can explain ). But as I understand it, they are different for AMD and INTEL. I really don’t understand why overpay if it’s just a piece of plastic?
For AMD -Motherboard MSI B450M PRO-VDH MAX - price 6,599 rubles. .
For Intel - Motherboard MSI B365M PRO-VH - price 4,999 rubles. .
What do you think? Will they fit my chosen RAM and processors?

5) Case - It is important that it be as small as possible.
Housing AeroCool CS-101 black - price 2 799 rubles . Will it fit? Will the motherboard with all the good stuff above fit into it?
Total around 35 thousand rubles.
A laptop with such hardware would cost from 55,000 and more.

1. There is never too much memory, put 32Gb.
2. You need to take not a SATA SSD, but an NVMe, for example, a 250 GB SSD M.2 drive Samsung 970 EVO [MZ-V7E250BW]
3. Other things being equal, it is better to take a motherboard with four memory slots, it will be easier to expand in the future.
4. Consider the size of the power supply when choosing a chassis. Many small-sized cases come with small-sized PSUs, which are harder to find on sale if you need to replace them. Also make sure that the cooler fits in the case, good quiet coolers often have impressive dimensions.
5. When comparing with a laptop, for some reason you did not take into account the cost of the monitor, keyboard, mouse, speakers, webcam and uninterruptible power supply.
