Quality stitching. True or myth!?

Everyone is fighting so hard for adaptive layout for different monitor resolutions, but for some reason I increasingly see horizontal scrolling, the same habr! (see screenshot).
I will not list other resources, but there are many of them and many of them are of the same level as habr ...
I.e. Now I'm stating the fact that there is NO high-quality layout in Runet?
ps. Resolution 1152x864 / 19 inches. Who will express an interesting opinion will be marked as an answer :)

Responsive layout is not an indicator of quality.
Adaptability is first of all cheapness. You get a version for any browser in one bottle. Coffee 3 in one.
Yes, up to a certain threshold it is good and convenient. But as soon as it comes to real quality, real optimization - this is where you have to develop different versions. Versions that take into account the peculiarities of the audience of mobile devices or large monitors much better. And there the difference is far from being in the size and weight of the pictures, but much deeper, down to different content.

Hooray, I'm not alone) Well, there are examples of high-quality layout, but there are very few of them. Things get dark especially when you're a designer (like me).
I do not get tired of repeating this: you should never be equal to large IT offices in terms of the front. Even they, as a rule, with this everything is bad.
