Python Telegram Bot Time. How to schedule messages to be sent?

Hello. I can’t figure it out, understand and find enough information to implement something:

Since everyone has different time, the bot with the / start command should ask in which city this person lives (To find out the time by city). The bot must determine and remember the time zone of the city of the given user.
1. At 8:00 should send "Good morning".
2. At 22:00 must wish "Good night".
3. Once a week send a message with some service.
