Python error "can't find a default python" how to fix?

Wrote in a text editor elementary print('Hello World!') saved with .py extension tried to run in cmd gives an error can't find a default python. For 2 hours I've been trying to fix xs what is the reason.
Ps Win 7, just started learning python.
