PWA crashes chrome sessions, how to avoid it?

Under certain circumstances, the PWA of the desktop application overwrites the Current Session and Current Tabs of chrome, respectively, the user loses all previously opened tabs and cannot restore them. Is there a way to avoid this? Force PWA to boot in incognito mode for example?

Example: PWA application is a browser window, under certain conditions this window replaces the session in the user's browser. For example, a person’s laptop has completely crashed, the browser has crashed, and the tabs must be restored through the history menu. But, if he launches PWA before loading the browser, then the session will be overwritten, and in the browser he will not restore his tabs in any way.
