Put a password on an external HDD?

I know that it is possible to do this with truecrypt, but I also encountered the problem that the encrypted disk does not want to transfer files to an unencrypted OS or other unencrypted media, is there a solution to avoid this?
if there is a solution with truecrypt so that on all operating systems I can upload the files and read them I will be grateful for the help
thanks

disk won't dump files

Wants/doesn't want, who will ask him? After the correct key has been entered and the disk has been successfully mounted, it functions exactly the same at the logical level as the unencrypted one, that is, you can read any files from it and not report to it about what you are going to do with these files, where to copy and transfer.

I myself have been using the cybersafe top secret program for several years. Tons of possibilities. I encrypt and hide the partition of my hard drive myself. Reinstalled windows and reinstalled the program - everything works.
I found a small post on how to use it:

The problem you described with TrueCrypt cannot exist, you are confusing something.
Naturally, a truescript must be run on the target machine in order to mount the encrypted disk, after which it will become available in the system. Those. TruCrypt needs to be installed there, or a portable version can be used, which can be placed even on a USB flash drive, even on a separate small unencrypted section of the same external NMW.
