Push delivery service for iOS?

Good afternoon.
There is a web application. It is required from the server of this application to deliver pushes to mobile devices, if everything is ok with FCM, then iOS made a setup. There is neither the time nor the inclination to file your application with APNs to register the Apple account of the developer, only for the delivery of push notifications.
Therefore, the question arose about a third-party service. PushBullet didn't take off on iOS. And pushover at 5 bucks per user per month is beyond good. About 300 users are planned for $1.5k per month for a small service, which is cool. One-time would still ride, and so ... Is there anything else like that?
Actually, since the issue with FCM has been resolved, it is the service for iOS that is of interest.

How are you going to send pushes? to whom? Push notifications are sent within the application and nothing else.
