Purchased traffic, is it good?

Hello.
A dispute ensued with the authorities about the usefulness of purchased traffic.
We hired someone who does SEO. According to statistics, I see an increase in visits to the site somewhere by 30-40% - and all traffic from Facebook, but the duration of being on the site is no more than 30-40 seconds. Not very similar to the target audience that we need, but more like bots.
But attendance has increased! The management is happy.
I suspect that this purchased traffic will not give any benefit.
Explain how useful purchased traffic from social networks and not only from social networks can be. In general, this type of traffic, as I understand it, without any links in social networks.
Can this affect the raising of the site in the issuance of search engines?

Apparently, you hired someone not related to SEO. Facebook traffic has nothing to do with SEO. An SEO specialist must develop your site so that it ranks higher in search engines.
As for the traffic from FB, it doesn't matter whether it is purchased or not. If the traffic is good, targeted - great, if the other way around (solid failures, no targeted actions, etc.) - you don't need such traffic.
If the bosses are happy with such useless traffic, perhaps you shouldn’t conflict with them - it’s up to you to warn.
If the site receives targeted traffic from various sources, including social networks, and satisfies your interest, this can have a positive effect (it doesn’t matter, directly or indirectly). If the traffic is not targeted, there is no benefit. There may be no harm either, but I would recommend refusing such traffic.
