Purchased links for SEO. How much should they be placed?

Hello. I have a feeling that someone is cheating on me.
It is important for me to know how much / in time / the purchased links to the promoted site should be placed? Are they needed at all. If you don't answer with a question here, then please send some good literature on this or some of your insider experience.
Because they are trying to assure me that as soon as links are removed for some promoted requests, the site will inevitably collapse down / for other requests / and goodbye.
