pull request artist?

I'm trying to create a pull request from my branch to master and need to assign an artist. But when I open the assignees, there is no one there except me. How can I add someone else?

This function is intended to be able to offer to contribute your code to the repository for third-party people who do not have permission to write to your repository. Only those who work on your project will be displayed in the list, you can't just invite a person "from the outside" - he himself must open a PR.
As the owner of the repository, there is no point in using this feature. Just add a branch and that's it.
