PTR record where and how?

for example?:
There is a domain "aaaa.az" on the control panel it says "NS" records on REG.RU (the same site) + dns records
have ip 213.150.1.1 it has Exchange
, where do I need to register PTR?
we have a dedicated IP, the provider says you should register at your place.
I so understood on my network should lift dns the server with ptr records on the server? but how should i redirect dns requests to my server with reg.ru?
should register for mail.aaaa.az ns server 213.150.1.1?

you need to contact where you bought/rented the IP address, only the owner of the addresses controls this. Then you give the hostname on your system equal to the PTR record.
