Pseudo-element in full height or how to typeset (correctly)?

Hello everyone, I don’t know how they make it up, namely, the number that goes before the text, my variant is pseudo-elements, but there is one thing, but I can’t do a normal wrap (as you can see from the screen, the element takes up the entire height), as a result I have an artifact , hence the question - how would you type this up?
