Proxy client for windows 7 x86 to work with different proxy servers in different system accounts?

The main problem is to find a client in which proxying can be configured differently for different users of the system, and all users will work on the server at the same time.
I would be glad for hints, is there such a solution for windows at all?

in the end, everything was decided by using a paid proxy, just in each account of the system I specified different proxies on the network

Why do you need a program for this?
It describes how to configure a proxy from the registry for each user. Prepare *.reg files for users and set up autorun. The system itself does a good job.
