Protection from advertising cheating?

Good day!
There is a task to make a page with the distribution of goodies and advertising, the task is to secure this page as much as possible from winding up advertising and multiple visits by one visitor, i.e. so that he can watch a particular banner no more than once a day.
It is clear that firing at IP and throwing cookies is kindergarten, so far from the thoughts the following:
1. Make lists of banned addresses - proxies, anonymizers, etc.
2. Collect all possible information - from the resolution of the monitor to the provider, if some significant percentage matches, it means the same visitor from a different IP
3. Keep statistics on the time of visits, try to identify cyclicity to identify bots
The questions are as follows:
1. What other statistical and technical methods can be applied to the task?
2. Where can I read about such protections on all sorts of polls and similar services?
4. How to protect yourself from Tor, bots, anonymous ftp servers used for cheating?
5. What else can you think of as protection?

HTTP_X_FORWARD check. As practice has shown, most "anonymizers" still leave this heading.

Burning IP, putting a cookie, putting a flash cookie is 99 percent protection against cheating, but do you need it above one percent?

How about just human gaps and not machine gaps?
Not 1 per day, but like this:
No more than 2 per day, no more than 4 per week, no more than 10 per month, no more than 25 in total for one user?
No more than 10 per hour during the day and no more than 3 per hour at night for the entire server?
much easier, more pleasant for people. No need to protect against cheating by frequency.
about protection against multiple collection c 1 IP - I support opium'a.
The cookie option will cut off most of the collectors
