Protecting a folder from being moved/renamed?

Greetings,
the task is to block the transfer / rename of a specific folder.
Security attributes cannot do this.
Either the user can't read the content at all, or they can easily move or change the title.
The only thing that comes to mind is to open the file at system startup, and during the transfer it will swear "the object is being used by another ...".
Perhaps there are other more convenient options?

To prohibit renaming a folder, uncheck the "Create folders / append data" property of the parent folder in the security settings.
To prohibit deleting a folder, you need to uncheck the "delete subfolders and files" checkbox in the parent folder and uncheck the "Delete" property in the properties of the folder itself.
