Prompt application interface designer

It is required to sketch the interface of an offline application in addition to the text TOR, so that it is easier for the programmer to understand the essence.

Interface in the style of 2007 office. Is there something simpler and lighter than Visual Studio with a bunch of bells and whistles?

Thanks in advance!

SketchFlow prototypes in Expression Blend are very handy for this. Allows you to quickly draw and even show transitions by pressing any buttons. In general, here is habrahabr.ru/tag/sketchflow/

I was wondering a similar question, but for website development.
As a result, despite the fact that there are a bunch of programs for prototyping, I settled on Excel :-)
