It should have a command line and a simple file manager. I want to switch from using eclipse to something more lightweight, but I want to have everything in one program. Does such a thing exist?
I already found Sublime Text 2 for myself, but there is no command line (the one that is cmd.exe). Maybe there is a plugin?

Look towards Notepad++ .
With Light Explorer plugins and NppExec for example, you can achieve the desired functionality.
I myself use sublime text, though under the line. There, with tilda, there is no need for a built-in command line. But for such a high-profile editing project to not have command line extensions ... this is strange.
