Promotion Pure HTML + CSS or CMS?

First create one, optimize as much as possible. Then take this template and, on its basis, make other projects with changes for a specific project
. Each site is an independent project.

All sites will be similar
. I don't want to use cms.
Is it possible and convenient to use pure html and css in such projects?
Is there a difference in website promotion on cms and on pure html, css?
How does it affect the loading speed of sites on cms, is this an important parameter for search robots?

1- it is very inconvenient to do it on pure html, you are tormented by posting content, I had such an experience and more than once, I am 100% sure that this is not an option for me
2- it moves better on pure html, for unknown reasons, most likely because of speed loading and the absence of unnecessary
3- yes, the faster the better, it will certainly be faster on pure html, but now there are technologies that allow sites on the CMS to load very quickly
. As a result, I would not do it on html, there are a lot of hemorrhoids.

Yes and no. Important if long, but milliseconds do not matter. The absence of cms does not guarantee the speed of the server's response, just as the presence does not mean that there will be delays.
So collectively, if you answer, then cms does not affect seo in any way. But crooked hands, bad hosting, etc. - influence. And it doesn't matter whether they use crooked cms hands or not.
