Promotion of a network of sites: what to consider in the first place?

Good afternoon, help with advice!
For the greatest coverage of the territory, we decided to launch 45+ sites, specifically for one region, but for different cities. A site with services, domains were chosen as follows: service-city.rf, each domain has the same design, but in different colors, but the name is the same, the same URLs except for the city in the domain, the phone number is also the same 8800. The addresses are different, the content on each site unique except for a few pages like delivery, information, etc.
Question: will there be a filter on the search side for such a number of sites, or is it necessary to unify everything as much as possible, text, phone numbers, urls, design. Worried about the 8800 phone and about the almost identical designs. Help to understand please.

You can get into the filter, at least make the text unique everywhere.
As for SEO, you can’t expect a strong breakthrough in positions, most likely you will be very far in the search, because. sites of duplicates as you wrote more than 45 pieces)
I think this is stupidity on the part of the developer, because it was possible to do everything on one site using php + js

If you have 45 of the same (content, design) - 100% will fall under the filters of search engines. If there are links to your resources on your sites, then this will happen more than obviously.
Output: main domain, other sites - on subdomains.

Everything is ambiguous here.
In particular, your understanding of "unique content" across all domains may not match that of a search engine.
Then you will have different addresses (street / house, in the sense), and you can try to use the single number 8800 (try it - because it will work out).
But in general, if there is really useful and unique content for each of the 45, it looks like subdomains are the very thing, but on the main one leave only the catalog of regions + a minimal "landing page" (general information about services). Maybe + a search form, with a choice of search region.
